I have to admit that I am baffled the practise of Female circumcision.
Despite :-
1. the government declaring it illegal
2. there being many NGOs fighting it
3. the Church condemning it
4. influence by other foreign cultures
etc

The practice has grown deeper roots. The question is WHY? Does it have any spiritual-cultural beliefs that make it so important to these cultures?

Yes it does

1) It marks as a rite of passage to adulthood. This builds a sense of responsibility and belonging, two important buildin blocks for the survival of a society
2) Reduces chances of promiscuity as it lowers the sensitivity of the clitoris by maiming the nerve endings.
3) If done properly, does not in anyway affect the functionality of the genitals

Can you argue the benefits of male circumcision from a cultural stand point? You would probably come out with the above.

Anyway, I care less, to each accordingly!
