First, the error that 'all men are condemned at birth' is not in the Bible! Take for instance your question regarding inocent children and when do men begin to sin.

The answer is given in 1 John 3:4. "Sin is the transgression of the law." Newborn babies are not breaking any laws, neither are fetuses in the womb.

The passage that is commonly quoted (Ps.51:1) to support that claim is misunderstood. "In sin did my mother conceive me". It is speaking about the mother and NOT the embryo.
