Some experts advice that sex education be taught an an earlier age, starting around 8 yrs of age. In north america, I would definitely start at 8 yrs of age but make it simple enough for him/her to understand. Back in Africa, may be around 10 yrs of age will do. Your friend should seek advice from the family doc, therapist, etc to learn how to broach the subject without making the child feel uncomfortable.
The point is to make the child realise they shouldn't be sexually active at such a young age but not make sex something that is nasty. This will also open communication lines and just in case the child is already active, they may admit it then which will send the parent raving mad ofcourse, but at least you can get her on contraception, or advice the boy to use condoms always.
I was told at 9 yrs of age before going to boarding school, "if you play with boys, you will get a baby". Period! That was enough to scare the bejesus out of me and I took the advice literally. LMAO!!! I mean i hated being friends with boys b/c of it, and with time I understood what "play" meant and it kept me grounded.
