If EU/USA fund Agri, Roads, Local Govt,Tourisim & Health, Raila will have more power.

Here is something that occured to me.
If USA and EU decide to specifically fund projects that ODM controls and PM-Odinga assures that that money in his ministries will not be stolen (big if), then PM Raila can come out way ahead of Kibaki/PNU.

Let say EU says they will fund major projects in Raila ministries e.g local government projects and some medical services, roads, agri, immigration and registration of persons, tourisim, and others, then Raila can come out ontop.


Kibaki Ministries like justice , internal security energy and education are the few that touch the "common man".
Most of them like finance ,foreign affairs, and defense are really invisible to wanjiku.
