For PNU to agree to a complete draft of odm's proposal of a non-executive PM, this is what is most likely going to happen:

1. All ministries will be under the watchdog raila,who will be able to expose all the scandals that are brewing therein. Even without executive authority, he would mention the corrupt deals to the executive and also make them public.the corrupt minister will then be recommended for investigation leading upto termination.

2. As a supervisor, ministers will go through him before taking cases to the president..."have you spoken to your supervisor?'..he will also serve almost serve as an anti-corruption czar.

3. Before the next cabinet is announced by the president,or after when recommending the sacking of a cabinet minister, eg. Kiraitu, saitoti, kimunya etc, there will be mention of their corrupt involvement in past scandals that are pending investigation.

4. Minister of internal security, minister of constitutional affairs, will report to the events leading upto the swearing in of president kibaki and could be made public during the truth and reconciliation.the enemies will be known.

5. Raila is immune from any firing from the executive. In exchange kibaki gets his 5yrs in power that could be terminated at any time through an election.

6. Anglo leasing will be investigated.hope that constitutional affairs ministry doesn't go to orengo.

7. Kibaki is a selfish man and an opportunist, he could always make new friends. He would still like to leave with a legacy and clean up his name.


8. The world watched when they signed today, the world will be watching when they don't respect the agreement.

Odm has the numbers in parliamentary and civic seats, the support of the kenyan people and international community.

It's gonna be rough!really rough! not only have allowed a coalition government, but also someone to supervise you. Raila signed that deal quick!! checkmate!!
