Obama has characterized his position as he would meet with world dictators without "preconditions" . Obama said he would make preparations --
"Nobody expects that you would just sit down with them for coffee" -- but would not impose preconditions.
"When we talk to world dictators, it gives us an opportunity to speak about our ideals, our values and our interests, and I am not afraid to have that conversation with anybody," Obama said. "when I sit down with these dictators I will be sending a strong message especially to the rest of African dictators that it's not going to be business as usual if proper and meaningful democracy is not in their vocabulary or even the Iranian leaders that Israel is our friend, that we will assist in their security and that we don't find nuclear weapons acceptable ... That's not going to be a propaganda coup for African dictators or even the president of Iran."
