Because that's when people want to "rush" to work.

And because, mistakenly, everybody believes that it is faster to "rush" to work by "driving." Everybody therefore "drives" to "rush" to work.

Unfortunately, that "clogs" the traffic— and the "rush" becomes a slow "jam." In which case, walking becomes faster than driving

It is called the "Law of Un-Intended Consequences."

Much like what happens with widening the roads— where you thought traffic will run smoother, you get many more cars "clogging" the road— in a bid to "enjoy" the wider road.

This is every Engineer's conundrum—

Widening the highways encourages more people to buy cars!!
