I'm one of the organizers of an upcoming Barcamp event in Uganda. If

Barcamps are ad-hoc gatherings born from the desire for people to
share and learn in an open environment. It is an intense event with
discussions, demos and interaction from participants.

This means the tone is set by the people who attend and the people who
volunteer to help organize. It's a great place to share your current
projects, meet the local tech community and share ideas. There will
be workshops geared towards tech users like businesses and bloggers
and some geared towards developers and programmers. The event is free
for all participants.
