You know what Kabunja, one should not argue for arguments sake. chambiboy and luoliability criticised Kajwang without offering alternatives. That is poor debating. If they think Kajwang' is not thinking out of the box, they should have listed the things that kajwang is doing the same as before vs. what someone in Kajwang's place could have done differently.

You are right to say two weeks isn't enough to start judging somebody. I normally wait for 3 months to start seeing effects of a good policy and 6 months to 1 year to really start seeing the repurcussions of the same. If my memory serves me right, there are three things Kajwang' promised to do differently and he mentioned them on the first week.

1. All document applications will carry serial numbers and the names of the officers handling them in the different stages for traceability. This never existed before and files were prone to "going missing" only to resurface when kitu kidogo has been paid. This time around if say my 30 days for getting an ID is over and I raise hell, Kajwang' and his team would simply have someone to hold accountable for.

2. Unlike before where there never existed deadlines or the deadlines were not reinforced, Kajwang' has set aggressive deadlines of 30 days for ID applicants within Nairobi and 40 for outside Nairobi. You all remember deadlines only applied to passport applicants and those could be ignored by officers at will. Now after 30 days, if you do not get your ID someone's ass is on fire. I propose he goes further and says you can get a refund of all your monies plus a free document processing if it is found that the officers were negligent in their duty.

3. The use of new technology to inform clients about teh ststus of their documents as it progresses through the passport or ID procurement chain. This is revolutionaery given that Kenya is low tech compared to countries like South Korea and SIngapore. In the latter countries one can trace progress via online government web page similar to the one DHL uses for tracking AWB numbers. In Kenya, Kajwang' has gone a step further and removed teh hustle of the internet due to its low penetration rate and went directly to SMS which has high penetration rate.

If the above three and I'm sure more are in the pipeline are not thinking out of the box, then please list for us many more ideas that would qualify as "thinking out of the box". Remember, it is these simple delta chnages that bring huge results.
