Raila is not secretly dishing out stolen money to his kinsmen.
He is having an open transparent and traditional homecoming party.
The fact that he is a pm does not make him less of a luo.
I believe luos have this long held tradition of homecoming parties and they know how to do it (the few that i have attended confirm this).
